Major PC Problem ~~ Really Need help ~ Lost

I don't know how the heck that happen. I was playing with out any problem, all the sudden when I alt and tabed, My screen changed, and it says:

"WARNING!
YOU'RE IN DANGER!
YOUR COMPUTER IS INFECTED WITH SPYWARE!

ALL YOU DO WITH COMPUTER IS STORED FOREVER IN YOUR HARD DISK. WHEN YOU VISIT SITES, SEND EMAILS... ALL YOUR ACTION ARE LOGGED. AND IT IS IMPOSSIBLE TO REMOVE THEM WITH STANDARD TOOLS. YOUR DATA IS STILL AVILABLE FOR FORENSICS. AND IN SOME CASES

FOR YOUR BOSS, YOUR FRIENDS, YOUR WIFE, YOUR CHILDREN. Every site you or somebody or even something, like spyware, opened in your browsers, with all the images, and all the downloaded and maybe later removed movies or mp3 songs ARE STILL THERE and could break your life!

SECURE YOURSELF RIGHT NOW!
REMOVE ALL SPYWARE FROM YOUR PC!"

That is whats on my background, I don't know how it happened. Any help will be apperciated. I'm really having a hard time out here, I can't open anything, I hardly opened the Internet.. I can't open anything else, it says this is infected by....

My suggestions:

1) Boot into safe mode, see if you can get a virus scanner running

2) Try to restore on windows or in safe mode

3) Do a manual restore

4) Format

What is the best Anti-Virus do you think is like the best, because I use Anti-Malware. I'm scanning the computer right now, and so far 0 infected objects

I use Spy-Terminator and AVAST.
They're both quite good.

Well my qestion is, what causes this.

Sometimes some antivirus companys make up virus and then try to send these to people's computers.
Point of this is that if people want to get rid of that thing, they have to buy that company's product.
