I don't understand whether 3 people get kicked out or 3 people stay in.

we will either run the show for 14 weeks or 7 weeks,

If its 14 weeks then each contestant puts 2 people up for eviction and then 1 is kicked out.

If its 7 weeks then each contestant picks 4 people to go for evicition then 2 are kicked out.
