The streets of the United States of Argonath have not become safer over the last couple of months.
Our esteemed business families have created contracts by which they allow or disallow the solving of armed conflicts.
And the reason for this was to enhance the safety of the streets, and the let the groups settle conflicts without intervention.

However we are receiving numerous complaints of citizens who see increased violence, and in many cases there seems to be no business reasons for the violence. We would there for like to bring it to the attention of the business families that if we receive complaints from citizens, the Ministry of Good Intentions or other business families about using unecessary violence, the Government can and will declare all contracts of this family null and void.

If repeated, the Government can retract the right of a business family to renew contracts, or in the worst case, revoke the license of the business family to operate within the United Stats of Argonath.

Someone is gonna have to do some explanation of that for the main topic then, because I have no idea and I can't rewrite a ruleset for rules that I don't understand.
By the rules of validation every policy is within the groups only.

Players who complain to main admins should be immediately kicked from groups if they persist to do so and not follow the validation griefing rules which are:

:: Report griefers/returners to the leader of their group only.
:: If that leader refuses to act, or the griefer is the leader himself, then drop validation with that group, or have your leader do it.
:: If your leader also refuses to act, leave the group.
:: If you drop validation and the other group continues to attack, report them and they will be banned.

I mean, seriously.
