I agree with the idea of more restrictions but I don't like the example you gave.
Araatus technically has 5 leaders at the highest rank, where does the limit fall?

I do not want gangwars to be arranged at a time and place or to have to involve admins.

How about dated validations?
You may validate for a week only, for example.
1)When some group have a really good reason to attack other group ( like drug market control, business  issues, control over town ) they should put a dated validations that would last a week or two.

2) Not a single attack can be done, without the Main Leaders of both group are online.

3) Before one group attack other, they should "provoke" them in role play enough, driving around there HQ, calling them etc.- This should not be abused, like calling someone then shoting him 4 seconds after the phone, at least 10 min would need to pass from the provoking to the war.

4) Kidnaping, robing, or any other type of Role play  with a member of rival group, should not turn in to war. If he decided to take his chances and just run or shot at you, you can easy expect to be attacked by his fellow members, in order to save him and retaliate.

5) More suggestions or comments would be nice from all of you, since everybody is just talking  about problems, and no one is suggestion the solution.

People should learn to RP.

All the "leading" families just kill kill kill to keep a feared reputation.
Mafia's IRL don't have stupidly massive shootouts in the middle of a public area
just to  prove they are the best.

Criminal groups keep to themselves to get money, and if another family
interferes they take care of it.

All this shootout shit really isn't needed, especially not so frequently..

This didn't work out that great before this system was implemented and no less than six gang moderators were added to the admin team in an experiment to sort out the groups which rulebroke a lot by giving the group leaders more responsibility on the server.

If you were to go ingame at any time past 02:00 CET you would realise that there aren't enough admins to do admin work such as watching hackers, helping new players, giving passport tests, reading reports and you will notice that for reasonably lengthy periods of times, there are no admins online, which leads to even the usually well behaving players rulebreaking with no regards as to what would happen if logs were being checked, or if there was an undercover admin online.

If what you say becomes reality then there will be two possible outcomes. There will be no any gangwars, resulting in moan or one or two admins will spectate a gangwar which will lead to more moan on main chat because there aren't enough admins to cover the whole server at that moment - the gangwar spectating responsibility will only put more pressure on the admin team.

It is very odd but at times, instead of physically killing other gang members, either settle it as a streetrace or something, but it is kinda odd for a mafia member lolz.
