I think JayL is aiming for a proper Vice City Court to settle in VC:MP.
So, it may just look odd for a mafia boss to judge it for example.  
Also, this is not just reduced to police/ARPD members. I am guessing general civilians can take a position in the court if they fulfill the requirements.
For a good result, we are probably expecting a fair, balanced court. Unbiased against certain subjects.

Some ppl have a rough life and they have to commit crimes to survive, they deserve a fair judgement and not some biased court case.
