Striking?

Just few moments ago I did strike for bigger paymants. Me and few guys did road block near City hall and some cops came and they were like "Move your car or I'll /su you!" and something like that. They /su me for "rioting". I weren't rioting, but nvm. The question is is it against rules to RP strikes or riots? But riots are dangerous then strikes and strikes aren't violent as riots.
I wanna here some opinions.

Protests/Strikes have to be posted on forums Before they can be done. you cant jsut randomly do one.

Police can take action if a public service is blocked.

well, we all are (someone were) freecops! but when someone with a little knowladge of RPing came to you and /su you for "attavking ofisser", and you just talked to him, what to say then? sorry for going off topic. I'll anounce my strike on Events tomorrow.
