Now that i got a new PC (Quad Core, 4GB Ram, NVidia GeForce 9600GT 1GB DDR3) i got pre-installed a Vista OS. My point is: Is there any difference if you play GTA SA in Windows XP or if you play it in Vista ???

Nope

GTA:SA was created for XP.

Vista cant really increase gaming performance for an XP game.

Vista has a different method of using information, its complicated :P

i heard something about that GTA:SA crashes more times than XP dose and that SA:MP has a small problem with Vista.
but im not sure, if it runs ok, just play

It does crash more on Vista, but it really don't crash with Windows 7, I really recommend Windows7 for SAMP players, if they have problems with crashing :)
