I use a program named Skinchanger V1.1 to change CJ into a cop in single player :P

You can't really be a cop in single player without mods, but you can get the police uniform by dating some girl.
You can change camera views by default with buttons "V" and "Home".

you don't need to use a mod in your directory, to use all Gta SA skins, you run a rpogram and it starts the game up, press  abutton and you got a list of all the characters in GTA Sa
