Dude, it's not about the memory.

Memory is like 10% of what matters about a graphics card.

A GTX 295 is 1.7GB, The ATI is 512MB I think.

Get the ATI.. it's much cheaper and I doubt your current setup can support a GTX 295.

I have a HD Radeon 4870 1GB and it laggs. I changed it whit a GTX 295 works perfect now. More then eprfect.

It laggs. It doesnt LAGG it runs on lower FPS and that could have been caused by you not finding the best drivers, not good processor, faulty RAM etc. etc.
Don't say ATI's bad just cuz it's ATI. Its a perfect video card able to run just about anything these days( Depends on the rest of the magic box of course )

I patched my GTA IV with an official patch from Rockstar games

and i have AGP ATi HD3850 and i run on medium 1152x864 without a single lag

its a manufacturing mistake something is fucked up with the game not with your PC's

I Just Installed New Windows And I Clean My Hard
Setup GTA IV
And All Updates 1,2,3,4 (I think it Fixed my game all patchs Not one or Two)
Then i Installed Magic Patch
And sure sp3 and Microsoft Net framework3.5
And i opened my Game And i found it Work like Videos in Youtube And i looked There i found Graphic on High not low
Thats awesome Guys AnyOne had same problem setup all updates and magic patch
