No, those cars aren't moddable.

Yes Edy you can tune cars that aren't owned by you. If you see a nice just pick it 
Timmey is in the jury because he helped me to plan this event.
He is my friend and we are going into the same class.
We thaught a carshow would be cool.

No, those cars aren't moddable.

Sure you can come with a tanker, but it isn't moddable, so you will get 1 point max by every jury member 
Just a tip : I hope i will see you there with a normal car.
