I think it should depend all on the capability of a player.
The passport should be provided by the Govt (Main admins) just like in SA-MP after asking some questions regarding argonath and its rules.

Whereas the license should be given by the govt. too but only if the AVDS take driving test and approve that the player is liable for having license. It will raise opportunities to driving test companies too.

Well i dont agree with you with passports being given only by Main Admins,we have only 3 Main Admins+ active enough to such thing(Dexter,Klaus,Rusty) and many players seeking for passports,i think we need another system,but i dont got ideas at the moment.

Malibu is not a Govermment building,the Govermment buildings are only City Hall,Courthouse and Police Stations,and i dont think Vercetti Estate is City Hall anymore,City Halls arent buyable IRL..

I included Malibu because in RL Las vegas casinos and clubs give entry to people after looking there age from there passports, not license or oter things.
Dont know about miami though, but Nepal and india clubs do same things.
So if the players dont got passports they cant enter clubs.
But its almost rare they check ur passports (in rl)

CMB is going to be on VC:MP, so dont worry about passports tests ^^. And we can check if the player has been playing for a week. And for license, we can also check if a player has passport. If you are not sure if the player has the passport to take driver license test, ask a lvl 2+ admin ingame.

It's a decent idea. It could simply depend on the player's activeness.
Maybe make them take a citizenship test to ensure their pledge to the city (for roleplay of course).
