Well Lets first try router restart ( nobody tried it  )

I don't think reinstalling the whole OS is that great ( i don't say it won't help ) its a waste of time you know

Restarting router is a waste time. As he stated above other servers work! It problably some mod or other thing that he installed. Even if he unninstall GTA and reinstall the computer will put the same files back.

uninstall mods then or reinstall whole SA and clean GATSA registry keys and files

Did you actually tried a system restore yet?

Did you update the SAMP client to the most recent one?
Did you already Deleted GTA:SA folder and EVERYTHING along with it?
Did you re-install GTA in a folder WITHOUT anythin in it?
Did you Patch GTA to 1.0 after the re-install?
Did you check the IP of Argonath in case you mispelled something?
Did you lookup 'Argonath' into the server browser? (not the official one)

Try all these things, and when you tried them all with NO result, we see what can happen further.

None of it worked, I'll ask Gandalf or Aragorn, mabye my IP is blocked or something?
