Try uninstalling SA, the SA:MP and removing all the files first. Then install SA again, start a new game in the singleplayer, then install SA:MP and check if it works. Also when you enter the singleplayer for the first time, fix all the needed options. (screen resolution etc.)

maybe just click the AUTO button on your monitor when you turn on GTA ?

Uhh im on a alienware laptop.I pretty sure there is no auto adjust button.
