Try this program called 'speedfan', you can control your fanspeed with it, maybe you can also raise the RPM.

that program is useless, you will only be able to control the speeds of the fans being powered through the motherboard, as in the GPU, CPU and maybe 1 auxillary fan which you have connected.. its pointless.. you may as well leave fans on 100% permanently...

I already have all fans @ 100% speed. There is no way to raise them, boxed cooler shouts at 3600 rpm, NF-12P at 1300 rpm, video card is not in 100% as it is @ 40c while overclocked and in load  :lol:
Setting my PC at balcony helps, but rain does not help (no glasses at balcony (or however spelt)). Finnish weather sucks most of the time at autumn/winter  :mad:

put it in your room and put your PC in it...  :rofl: i think it will maybe stay cool... LOL

as any expirienced overclocker would say, 30% is the max safe for voltage, and yes frequention(Hz) is directly proportional to voltage...

not being rude but thats the most useless answer ive heard yet.. if you push to much speed out of the fans the bearings will overheat inevatably because theyre only rated to go upto a certain RPM for safety issues.

Incase you dont know anything, which you dont..

Formatting the Hard Drive will do NOTHING at all to the CPU being too hot from Over Clocking...

Hard drive does not make any difference to CPU temperature, unless if it is too hot and makes airflow go hot too.. (As it is infront of my PC), but I'd guess 25c is not too hot..
Cleaning coolers... Read page number one.

Me and The IT Technician tried this at my school:
Get a desk fan,
Take the Covers of your PC, then put the fan next to the computer. (Make sure the Fans turned on xD)
This should help to ease the problem.
But your better or getting a better cooling system
