Right click gta_sa.exe, click properties, click compatibility tab, put win 98 there.

I tried wat rusty said and everything here http://forum.sa-mp.com/index.php?PHPSESSID=f5b642d053a503ea276a650bd05fc54b&topic=128228.15 and tried wat u and cDa said still crashing ....
