What I REALLY would support is if i9 moved to another city, which is less populated, like SF and LV. Because I think the developers have been trying to bring more activity in the places around LS, instead of LS itself, but since everyone is in LS, no one goes out of LS, so if i9 moved themself and the people that follow them to a spot or area that has been deserted for a long time, that area might get populated more and the activity can spread a little more.

Grove street is encircled. People would camp like monkeys and i9 would be in the middle of the street?
Bad idea.

I was one of those who always endorsed populating other cities. Moving i9 would be a big migration step. City like Las Venturas(Good for promoting the city itself.) as it would get populated instead of stuffing factions in Los Santos.

I support the heat between groups, but it will most unlikely have a negative reflect between the gangs. There is a small fire going on, just don't add gas. Los Santos is already a death match area as well as the central San Andreas area.
