We've talked about this in MTA:SA, you need to set your screen resolution low for the best performance, and if you would like make it windowed.

When you open SA:MP make sure you change the resolution in the options menu and disable "Frame Limiter" if you want.

Obviously SA:MP and MTA:SA share the same application which is GTA:SA, so when you modify a graphic option in one, it would automaticly change on the other.
