Gang Wars
A gang war is a large meeting between two rival groups, mafia's or gangs. The object of this is to settle a difference between them that can not be solved otherwise.
Gang wars are not permitted without strict rules.
First of all, they must be held in a place where they are not likely to meet (innocent) bystanders. Grove street is a bad locations, as many new players from other servers will go there first. On top of a hill in the desert is a better one, you can see anyone coming for miles.
Secondly, they must have a clear and defined, big reason. That reason is not 'a member was killed yesterday' or 'we do not like you'. It can be 'the right to protect business in Grove Street' or 'placement of headquarters in LV'.
Third, it must be under admin supervision.
Fourth, those involved in gang war can not return when killed.
Fifth, once the war is over any following shooting or conflict will be seen as revengekilling/DM and is punishable.

Rules/Policies and Complaints
:: Once killed in a conflict, a player must not return for any reason. Only through direct agreement with the enemy gang's leader may they return (if they got carkilled by a DMer, for example).
:: If a player returns to the fight, complaints must go to their groups leader or superior ranking officer. Complaints must not go into /report.
:: If a gang's leader constantly ignores reports of his players returning (e.g. he lets them continue fighting despite protests from the other side that he already died) then quite simply, he will lose his validation from the enemy side. He will then no longer be allowed to have a gangwar with them.
This simple system means that if you show poor control of members, and poor etiquette, you will lose validations and will not be allowed to fight.
Remember:
Gangs without official double validation in this thread may not fight, even if both sides technically agree ingame.
If you attack another group, and their ally is there with them, they may aid in defense even if you are not validated. This only applies to defensive situations, when attacking you must only target a validated opponent and only bring fully validated allies with you.
