There are in total of three "special" places, Mordor, Disneyland and Underwater World.

Underwater world is located along the LV strip, should be easy to spot as you should see some escalators outside leading to it. It used to be one of the old spawn points for new players.

Drive allong LV strip untill you see Stairs with turtles and sharks, go up stairs and enter building

It is possible to get out of the water too and than you are outside at the weed field. The thing is that there is not a single person on the whole map because you are still in the building. So you have the whole SA inside the building a perfect place to hide you can go anywhere in SA and when you are area'd it will keep saying you are in under water world because you are actually there. Is that bannable?
