You will have to go through ARPD's LSPD Application system... You must register and make an application over arpd.argonathrpg.com < Stay active in-game and follow the police procedures so you can make it to a cadet.. once your a cadet, you will receive some training by the other officers, and once ready (when highers say so.) you will take an exam to receive your officer rank... by then, it's up to you to show your skills to achieve a bigger rank.

FBI - fbi.argonathrpg.com (You need to have EXPERIENCE from SAPD before applying.)
SAPD < Applications to be done on ARPD's forum.
SAPD: S.W.A.T < Invite Only.

Acually, you have to go down to the Country Market and buy a few rank seeds. Plant em' and sprinkle a little water. Wait about a month, and you just grew your very own rank!
