Yes indeed, it has tabacco however totally harmless, it's only for the taste-flavour, it's not a drug like normal cigarettes ..(Drug as of addiction) Actually it's flavored water-smoke...

Considering the amount of smoke that goes towards the lungs yes, however as in being harmful nope.


On the left, there's filter from a cig, on the right, that's a filter of a Hookah aka Narghile, in fact the stab's from the flavor... Flavour tabacco's on narghile's doesn't have nicotine for example.. so it's not even close to addicting... And especially on public stores with all ages smoking them, I doubt people would let so many kids use one for their health if it was addictive (as drug) or had any bad chemichals in them!
