In a sense he means, to say we have a very explicit gaming mode where we are allowed to do all sorts of rp, to rape, torcher, human-trafficking, he's claiming that reece is a hypocrite for not allowing us to have a picture with us with a smoke or beer in our hands basically.

You're on a community where not only adults, but also minors are allowed to play. Even though the supported games are most likely 18+ in most countries, doesn't mean the community itself is.
Hence is why some things such as the use or showing off alcohol or cigarettes is not allowed.
As stated in the forum rules you should behave properly, as far as I can recall the word 'F*CK' is not very proper at all, that should make the point.

Showing off with a cigarette may be much more inviting for others to start than walking past a random person with a cigarette in the street, hence you should post a picture without. The same goes for beer. Those items were not made for showing off on your pictures nor to be used as a symbol of how cool you are. It's not that the moderation team looks after a hidden cigarette in each and every picture of yourself.
