It is. It's an old helmet from the ex. Soviet Nuclear Rocket base in Plateliai, Lithuania. This helmet was worn by the soldiers that worked there.

We had a ticking bomb right below our noses, and no-one even knew, even US intelligence knew about it, but Lithuanians themselves did not. One rocket from there was aimed to Norway, other one was aimed at US, and i do not quite remember where the rest was aimed at.
