You don't need any program if you just wish to replace the existing file with a modded one.
Rockstar Games-->Grand Theft Auto IV-->pc-->data-->cdimages-->gtxd.img
Remember to save a backup!

He`s trying to find mod it himself so he needs the files.
P.S. After a bit of snooping around I found what might be the road texture files
pc-->data-->maps-->[whichever map you want to modify]
Then you must open every .img file and in the top right search bar type "road", then finding the .wtd file you wish to modify will be easy

I wanna try something like that for the beginning, the Road textures.. and now I see that that isn't that easy like I though it will be.. but ok :3

Actually TY Mihail, I was bored out of my mind and was about to shoot myself, but thanks to the fact that you needed help, I had something to do and regained sanity

I've already made some progress [ Founding out where my texture changes are ]  xD

Still.. I don't dare to actually change the texture skin, because I don't know how will the GTA react on my.. ps skills 

For now it's just switching colors and color modes of existing textures.. yeah, it's a bit crappy, but I don't care.. it's mine

Oh please, compared to me you are doing great.
Here is a list of my artistic skills
-Throwing pictures into Paint and drawing penises on them
And that is it
(I wonder if it is possible to re-texture some roads to have penises on them XD)

Of course it's possible 

For my testing phase, I draw a yellow line across the texture for sidewalk.. then I've started looking for it through the city xD

Yo mihail, I drew a penis on a crosswalk in bohan, but i can`t find it.
Do you like need some filecheckfix type thing to modify the textures? (Haven`t modded since October 2010)

Find the area of the file you modified.. and then go there :3

Example: I've wanted to modify Bohan, so I've searched via SparkIV for "GTA IV/pc/maps/east" and there I found bronx_e.img and bronx_e2.img in which I edited bxe_roads [ Textures ] or however is it called.. :P

After that, I just had to look on the map where's the location of E and E2 areas in the Bohan :3

Oh come on, according to Sauron's statistics 90% of the people here have penises, and I bet the other 10 percent know what a penis is.
Besides, what is wrong about that, it`s not like we are saying "Look at that penis, you must whore yourself out and ruin your life in general"
