It's your Processors and RAM.

If you want crazy ass graphics you need 3.3 ghz x 2-4 + and enough power supply and ram to support the parts.

I am not sure about the graphics card though, it seems decent. I'll give you my computer specs. I can't run any fancy games but i run GTA SA flawless.

Intel core2 duo 2.66ghz x 2 4gb RAM Nvidia Geforce 8800 GT PCI-E 512mb

CPU speed only tells a part of the story.

Has the game performance A: reduced since buying the PC or B: has it always been crappy?
A:
- Last time you've cleaned your PC?

B:
- Have you got a program which you can monitor your components temperatures?

- Does the game performance suffer on high/medium/low graphic settings?

- Your RAM should be enough to run the games and your graphics card has no significant difference to 8800GT
(basically they're almost the same card), but it should run most of those games at high/medium settings.

- As far as I can see, if the problem is hardware related, the most bottle-neck is your processor. I have E8400 which
is fairly enough to run the games smoothly. If you think about upgrading your processor for low cost, you may go ahead
with a Quad Core -processor as they're quite cheap these days, if you ain't going to buy latest games on the market.

- If you are going to play the latest games on the market, you should upgrade your whole PC. Processor into Intel's i7 -series
or AMD's new six-core processors. 3-4GB RAM, if you use any heavy softwares such as Photoshop or some 3D-Modelling software,
you should have around 6GB of RAM and a 64-bit operating system. Graphics card, go with ATI's 5xxx -series.

- Does the reduce of game performance appear on single-player (mostly meaning San Andreas) or in multi-player game?
Is the problem dependable on the software itself?

For gaming, I don't recommend buying Core i7... Core 2 Quad kicks ass in gaming (they're even in most cases and Core 2 Quad is ALOT cheaper)

Well GTA IV runs shit on most pcs, what did you expect

If you're lagging a lot on SAMP, check if anti aliasing is on. That causes a lot of lag.

Basically, Anti Aliasing does not cause lag here.. what causes lag for more is if there are many chat line... or if there is Visual FX on High.

With chat (10-20) I get down to 30FPS~ and without chat (With 2xF7 or F10) I get up to 95-120FPS...!

Well anti aliasing does cause the lag for me (I got every settings on max besides from it)

I REALLY doubt the chat box causes any lag.

The HUD does cause lag. Have tested it both in SA:MP and SP, by removing the HUD I gained about 30 FPS average..

I will film it with a camileo p10..

Ya'll see, Anti Aliasing on 3 changes nothing here... Visual FX is the thing that makes the pc fall down to 15-20 (if I remember good) when enabled with Full Chat + HUD.

Full Graphics + No HUDs, I don't remember how high it goes with this.

Medium Graphics without HUDs: 90FPS~+++

Medium Graphics + Full 20 Pagesize = 30~FPS. :x
