After googling about it i found no results but umm my cousin told me that its in development and they didn't finish it yet, umm is that true?

I think I saw a GTA IV CamHack. I do not, however, know if it is compatible with IV:MP.

No links, sadly. If he gives you one I do not recommend you to install it as it is all still a fantasy.

That's the dashboard thing. I think he wants to move the camera freely, but this is a good thing too(Everything is good what doesn't crash the game itself).
