Some of the flags appear to be broken for me, and appear as the characters "00" where the image should be.
Is this happening for anyone else?

It was like that for me at first too. Try to go to Modify profile --> Please select your country...
It won't work if you type country just in "Location"..

Is the England and Scottish flag meant to be there along with the GB flag?

A lot of the time online when you are asked to choose your country they only give you United Kingdom as a choice rather then England, Scotland or Wales.

I've noticed that for certain countries the flag appears to be broken, although mine seems to work.

It shows that because you pinpointed your location on your profile instead of adjusting the setting on Member Maps
