It's both. Scripts, such as orange names/dot makes cops hunt criminals. which is technically DM if they just straight up shoot because the criminal didn't do anything to that cop.

No, the cop with a x (variable) reason makes him/her hunt criminals, it does not matter if they are orange yet or not because they could make them orange.

100% correct. These scripts are to fulfill Positives for BOTH sides, but you know whats wrong? The players and how they misuse it. I am not being biased here, but lets think: Who has more scripts / scripted power of ALL (i.e. civilians medics taxi drivers criminals)? Cops.. And these cops can suspect ALL others so they basically are the controlling script job of Argonath, so of course, many will go to that job. Yes, there are some VERY VERY skilled and Amazing Cops, but then there are also many MANY 'bad boy' cops who do not follow ARPD rules and have such high power, and they will misuse the scripts which are SUPPOSED to be only used for what they were made for, but those who want to abuse them are the problems.

So basically, like Grz said, Problem is in the players. Scripts were never the fault, its just that some of the players misuse the scripts for bad. NOW, The question is; Why? Why do these players misuse the scripts? There are 2 main options that could be generalized for ALL who have misused cop rights. 1. Money... Lets face it, there are sadly some players who will do ANYTHING for money, and this is one main cause of abuse, and also moaning... I will get to this later. 2. Just to simply harass / annoy innocent people. Yes, trolling is easy to do as a cop and I have been victim to it and have seen it. What do I mean? Cop targets one specific person and constantly pulls them over, suspects them, even for false reasons, just to annoy the player, who will then begin to moan, cop will argue back, start a fight, someone gets kicked, they come back and complain they wernt moaning, then banned, then there is a 7 page long unban request of people arguing over Cops abusing, and there will be moaning, etc... See what i'm getting to?

I think there should be a day where money is completely removed, and everyone gets 100,000,000$ to PURCHASE, BUY, ANYTHING they would like, such as cars, weapons, homes, businesses, Food [RP or just /buy],  etc etc. And lets say someone gets killed by a cop who abuses. Who would care? chances are the player would not moan because he did lose something, BUT he has so much left, so moaning would be pointless!

The above idea would be also used as an experiment to see if people moan over money.

When cops get $100,000,000 ... they won't care about money anymore ... so they will go off duty .... so technically, no one will get abused...

Yeah, it all started with the MTA:VC veterans complaining about SA:MP players trying to turn Argonath into a srsbsns rp server when all they did was pitch in an idea or two. And then it suddenly escalated to the cops and criminals and admins and owners and devs and players and non players and firemen and medics and all sorts of shit.

This topic is really pointless, it's obvious people aren't going too change because they lips are so far up people's asses with the "THIS IS NOT RL RPG SERVER OK GTFO", while they are serious with anything BUT roleplay.
so to conclude, this is a serious server where people don't RP in, there goes your "SRS BSNS" argument.

Not making any visible crime will not give the cops anyone to suspect.
That means all abusive cops will be banned from duty in short time, as it will be very simple to see which cops suspect without a correct reason and which do not.

So lets start by criminals posing as law abiding citizens, who are polite and friendly towards any cop who they meet. That will bring a faster solution as whining that cops have advantages, and criminals would actually have to RP hiding their crimes.
