SMF has something like this, but you need to turn it on by yourself. You can enable it at Profile -> Modify profile -> Look and Layout. Near the bottom there should be something named Use quick reply on topic display, switch it to "show, on by default" and you're all set. It doesn't have a formatting toolbar, but you can write your own BBCode anyway if you're type fast enough.
