If you have a Bankaccount you are fine. Cant Imagine someone not having a bankaccount, or you must be really young or poor xD.
Just register, select you want to send money to paypal account and take the bank transfer option.
Then you send an amount of money to Paypal with a special code you get from the site so paypal knows it yours. It will be added (depending on your bank and digital/paper transfer) in about 5 days.
I luv paypal, especially for Ebay  :alc:

You dont have to add your bank account, its optional if you want to be verified paypal member.
Because any bank capable of sending money transfers to the paypal bank can use paypal.
Whether paypal accepts your bank as verification bank or not, you can use paypal.
The difference is that you need to add money to your paypal account as a kind of credits if you are not verified (you have to send money yourself to the paypal bank that can take up to a week ), if you are verified with for example a credit card, you dont have to do that and you will be able to pay as much as you want. Paypal will take the money from your creditcard.

We are pleased to announce the following changes to your PayPal account:

In a few months from now, PayPal users in Italy and users in the Card Withdrawal Regions (listed below) will be able to withdraw funds from their PayPal accounts through credit, debit and/or pre-paid cards that show the Visa or MasterCard logo.

If, until now, you have only been able to send funds with your PayPal account, these changes mean that soon you will also be able to receive and withdraw funds through PayPal using credit, debit and/or pre-paid cards with the Visa or MasterCard logos. The User Agreement will be amended for users in the Card Withdrawal Regions and it will also contain provisions for those who may already have these features.

The Card Withdrawal Regions include: Bulgaria, Cyprus, Estonia, Gibraltar, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Romania, San Marino, Slovakia and Slovenia.

This has already happened, and on the 28th of September, these countrys were accepted as full members of Paypal Ltd.
