I recently got paint.net. I am trying to make a banner for a topic, by editing a picture I found. So how can I resize it to the standard banner size and how can I make a good outline/frame on it?

I tried doing it myself but ended up fucking the picture up :S.

Why don't you get yourself Photoshop?
Something around 300MB and I think it's easier to use.
