Why are you so familiar with SWAT procedures? They've never been released to the public, you're just pulling 'rules' out of your ass at the moment.

SWAT can weapon-equip all it bloody wants - the commander gives the order for members to do /weaponequip M4 100000 times, they are allowed to do it after that.
If there is the necessity to puruse an armed felon in SWAT gear, it's allowed. If there isn't a necessity to pursue a felon and the commander wants to show off, it's allowed.

I suppose refilling in a situation is also allowed, although it's against the rules of the server to do so during any combat, for any sides to refill armour / heal.

If ANY cop reguardless of rank is caught abuseing /weaponquip their badge will promptly be taken from them with no chance of return....they will not abuse the system under the new leaders...if they do,they will regret it.Hopefully this wont have to be put into play.

It was proposed to remove from server AT ALL. Means cops wont use it too, and I've seen a lot from SAPD asking not to.

There is a reason why this aircraft are limited to the upper ranks of SAPD and FBI- those people were already trusted by the owners and leaders to hold those positions. Unlike your group, these organizations' top executives were appointed by the OWNERS.
 
If you think those restrictions are insufficient and superficial, then I challenge you to prove your point.
You have one year to become an SAPD Department Chief or an FBI Division Chief.
