If deciding only between cop and criminal, cop is the job while criminal is a lifestyle that you have to pay for to play. So if you need cash, be a cop.

Though you should seek for rich players and ask them to hire you as a running man or something, do jobs for them. Or win events.

Well, being a Civilian actually has no boundries.
While being a cop makes you only be able to eat donuts, arrest people, kill criminals.
