Actually if you confess that you have hacks installed, or are smart enough to post a picture on forums showing the installation of hacks, you can get banned.
We expect our players to use a SA:MP and GTA:SA that are 100% free of any mods, trainers or hacks that change anything except the visual appearance.

A more concrete example for the hacks thing would be jailing someone for murder when they say "I will kill and rape you and your family in the ass, necrophile style."

In real life a person would've been simply fined or even warned, not fucking jailed.

People hold guns at home just incase, but they don't use them. Only when they carry them around can get them fined/jailed. This is basically the same situation.

Understandable. However, the fact that hacks are installed implies that you are going to use them, but has a chance of being incorrect, as Altair has stated. I have a gun for self defense. I'll probably lose it before someone breaks into my house, but you never know. That's the thing - you never know. I can understand if one was banned for taking a picture of his installed hacks (MOOOROOOON). It's the same concept of saying you're going to blow up your school, even if you're not. Better safe from boom boom than sorry that you completely ignored the chances of the school going sky high. Better safe from hackers than sorry that the weapon business has dropped due to the extremely low prices the hacker sold the guns for.

Some things are not meant to be said.

There are fine IRL examples of people joking about blowing shit up and then getting jailed for it because it is seen as threat against something or someone.

So, yes. Do not get suprised if you get yourself banned because you tought it was funny and "cool-boy" to joke about having hacks or using them. Saying "I joked" is not an excuse.
