Go on Youtube and type. GTA SA How to Install Skin Mods.

If you wanna upload a full modpack at once, you need a program with "Bulk Replace". Or, you could try dragging the skins to the gta3.img file, that works fine. But make sure to make a backup.
Finding a youtube video works.
If it has a SAMI file, just download SAMI from google, install it, run the SAMI File for your mod, direct it to the olcated folders, and press install. TADAAAA.

MMmm SAMI won't allow me instal skin modpacks and there is alot argonath people who got thoose police modpacks working fine,i won't have som surprise whit virus inside
