We patroled together a bit as cops. He does answer orders from higher ranks, and he knows to RP, although he do need to improve his RP and seprate IC and OOC. Maybe he thought we were talking OOC.. idk, but, that's my opinion on him. He should be accepted, and we can teach him further.

That is true, BUT it is not forbidden. I myself, support IC/OOC because it helps me sort everything someone says when I am RPing. Most of the players I RP with, actually all, use IC/OOC. Everyone can use it when he wants it.
