Simple, make them get the f**king /su cmd, after take the passport, while they dont have the pass just allow them /jail cmd and the weapons to kill orange dots.

Problem solved - Only people with basic experience will be able to suspect you, if they don't have passport they won't be able to /suspect so they will just DM orange dots, once they are newbies they can't shoot for shit, so they will just lose their time. Except the veterans who pass by nabs to be good shooters, but still the abuse shit is solved once they familiarized with the server(in most of cases).

Case Dismiss. - Freecops don't have fault if no one teach them the rules. Veterans don't have fault if newbies don't give two shits to /rules like they are adviced when they log/register in the server or because admin team is to short to handle regulars /reports and with the newbies.

If you helped others, if you were friendly, if you'll have something to remember.
