Yes, that is correct. So LSPD chief could only handle the stuff going inside LSPD.

Panda so far kaltsu and no1 knows how he got to be cheif and how he got forum moderator on ARPD site.
sickness claims gandalf gave him rights. so GANDALF know would be a good time if you did give them to him to step in and settle this problem

one the of biggest and most powerful main admins
give someone hardly anyone knows
moderator privliges and arpd cheif of SF district
and if he did he made a mistake
You tryed to take over ARPD
IFKaltsu gives your moderator rights back you need to learn how to use them properly and wat ARPD is all about
