About: This Players Council is made to improv sctipts and gameplay of the Argonath RPG GTA:IV Multiplayer Server (Future Networked: IV). Major basement of any decisions taken by them, are the
IV:MP Rules and the
Argonath Vision. The Council does approv all work of scripters and managers and are based on a democracy ranking system. They have to find a answer and make up the ideas the server needs, to get it forward. Only hierarchical ranks in that Player Council are the Argonath IV:MP Developers who are not allowed to interrupt in running discussions, ideas or to even break them down.
Argonath IV:MP Developers are those who has the right to speak out a veto to the brough idea. 2 Major ranks are important in each discussion in this system. First would be the Council President and the Council Assistance. Both gets voted into their jobs.
The Council President is the one who does firstly lead the discussions and the meetings. The Council Assistance is only there to remind you in case your ideas does break any Argonath Vision Law or any Argonath IV:MP Rule.
Polls: If a idea seems to be discussed enough the Council President is able to announce a Poll after a discussion with the Council Assistance. In this Poll the idea (How it was discussed and changed till most were happy) will be voted either for YES or NO. If this change or action is related to Scripts or Server it will go to Server Leader, as we have currently none, it goes to all responsible Managers. Those can either sign that change or speak out a veto, which will either go back to council with a request to be changed or to drop it.
Promotion of Members All members are either fighting alone or builded groups to take part in the council. They either do apply for the position of a Council Member or as Council Assistance. For whatsoever Players in the end decide who they want on top to represent them in face of the Development.
Rules:A Council Member can always take part (No time limit of serving) he is allowed to bring up ideas and to ask to bring them up in meetings. Any hint of beeing bribed or beeing promoting to special groups or people gets a punishment decided either by Courts or Administration, depending on the weight of the illegal action.
Council Presidents are forced to be impartial. They are not allowed to disallow anyone bringing up ideas for other reasons then "We have already a full Timetable" or "Your idea will already brough up by XXX, contact him", especiall if it's obviously a false accausion.
Council Assistance is the guy that mostly just sits around and does monitore the whole meeting, he is not leading it, but he does punish and warn people or even investigate them for possible illegal actions.
The Council is forced to public all actions if required either by other players or developers. If a hide try is noticed the members will be thrown out. Those informations I talk about are the ones that WHOLE COUNCIL talks about. If it's a personal Idea you want to bring up, you don't need to publish it until you get the chance to announce idea in Council meeting.

By agreeing to Argonath Vision and IV:MP rules you sign a contract, disfollowing, breaking or even ignoring them is strictly disallowed and can lead to a kick out of the council or even to ban.

PS: The test round does temporarily take now 2 months, to see how it works out. It will either be reordered, restructured or changed after or during that time. If 2 months passed it will be decided if that system has a future or not.
