They later spent time in a Siberian prison together, where Vincent (who is much more aggressive and muscular) protected Luchese from abuse by other inmates. They have matching tattoos on the palms of their hands, which means that they are "brothers". After the war, they began criminal activity in Russia, where they were both "selling hash to tourists in Red Square" Luchese was convicted of murder at least twice.

In the mid 90s, he "exploited a loophole in the US immigration treaty" to move to Los Santos, as did Luchese. Vincent moved with his wife and young daughter, while Luchese remained single his whole life. Luchese was arrested in 1988 and 1990 for extortion and hijacking, respectively. In following years, Vincent's addictions to alcohol and cocaine caused his anger and paranoia to spiral out of control. Dimitri abused painkillers, but remained calm. While Vincent had taken to an extreme level of violence, even by organized crime standards, Dimitri favored reasoning with people to maximize profits (although he could still intimidate people if necessary.), telling Vincent time and time again that they had to "play by the rules".

Vincent was born in Havana, Cuba, and served as a soldier in the 1970s. In 1980, Cuban President Fidel Castro relaxed the stringent laws governing Mariel Harbor in Cuba, allowing thousands of Cubans, many of them former convicts, to emigrate to Florida. Vincent is one of the many who travels to Florida, and upon arrival he is questioned by U.S. officials; he lies about his life, telling them that his entire family is dead and that he is a "political prisoner". However, because of a tattoo on his left hand which indicated that he was once an assassin, he is not granted a green card.
Vincent and his friend Luchese Ribera are then shipped to "Freedomtown", a refugee camp that holds Cuban immigrants without green cards. Whilst there, Luchese explains to Vincent that he knows a man, Savior Flacone, that could get them out of the camp and acquire green cards for them. In return, Savior wants Daniel, a former politician who worked for Fidel Castro and gave information to U.S. authorities, killed. Luchese and his accomplies cause a riot, and Vincent stabs Daniel in the confusion Vincent and Lucehse are released, and Luchese gets them jobs as cooks for smmall foodstand.

Vincent and Luchese soon quit their jobs after Dominic offers them a job to do a cocaine exchange with some dangerous Colombians led by Hector the Toad at the Sun Ray hotel. The deal goes horribly wrong. Bernardo, another refugee, and Vincent enter and are ambushed. Angel is dismembered with a chainsaw. Vincent stood to suffer the same fate had the crew outside not intervered. In the commotion, Luchese is shot, but the group escapes with the buy money and the drugs. Vincent and his associates earn the respect and admiration of a powerful drug kingpin, Savior Falcone, who offers them jobs.

He was born in Macedonia, town Kumanovo.
He had enonomical problems, so he was forced to work.
His uncle was head of one big crime family. When Juliano fillup 20 years his uncle teached Juliano his first moves with the gun. Also he started to deal drug to fee his family. But on tragedy his uncle died, he was killed by other mafias in the town. Juliano was to sad so he decided to kill them. He heard for new family Falcone and his higher rank Savior. He asked to join in his family, to kill they bastard who killed his uncle.
