In 1917, Cuban President Fidel Castro relaxed the stringent laws governing Mariel Harbor in Cuba, allowing thousands of Cubans, many of them former convicts, to emigrate to Florida. Fabrico is one of the many who travels to Florida, and upon arrival he is questioned by U.S. officials; he lies about his life, telling them that his entire family is dead and that he is a "political prisoner". However, because of a tattoo on his left hand which indicated that he was once an assassin, he is not granted a green card.
Fabrico and his friend Ralfeo Ribera are then shipped to "Freedomtown", a refugee camp that holds Cuban immigrants without green cards. Whilst there,Ralfeo explains to Fabrico that he knows a man, Savior Flacone, that could get them out of the camp and acquire green cards for them. In return, Savior wants Daniel, a former politician who worked for Fidel Castro and gave information to U.S. authorities, killed. Ralfeo and his accomplies cause a riot, and Fabrico stabs Daniel in the confusion Fabrico and Ralfeo are released, and Relfeo gets them jobs as cooks for smmall foodstand.

Fabrico and Ralfeo soon quit their jobs after Dominic offers them a job to do a cocaine exchange with some dangerous Colombians led by Hector the Toad at the Sun Ray hotel. The deal goes horribly wrong. Bernardo, another refugee, and Fabrico enter and are ambushed. Angel is dismembered with a chainsaw. Fabrico stood to suffer the same fate had the crew outside not intervered. In the commotion, Ralfeo  is shot, but the group escapes with the buy money and the drugs. Fabrico and his associates earn the respect and admiration of a powerful drug kingpin, Savior Falcone, who offers them jobs
