I don't know the right one but that looks like a nice place to have cityhall .

That place is alright, but really? A museum?
And its so far away from the main basis of players, that is like putting City Hall in San Fierro even though all RP is based on Los Santos.

If I remember correct, that is an University in-game.
The museum is located souther, pretty much in the middle of the island - while again the Cityhall is at the very south end of the island.

Yes, you are right. The museum is in middle park. There are couple of mission there when you play on SP. But I think on the other side of the street there is another university which is bigger. In SP you can see students sitting on stairs and reading books.

We can still use that as Cityhall, university in game or not, it's pretty.

But we can also use the Original city-hall (Google search "Liberty City Cityhall", not the one next to FBI which looks like a library to me.
