i have one problem when i need to create a account game for windows live i click on the page but there no sign up

I read from somewhere and a fuy was hacing fps like 25-30 and even said that his specs matched good.So it is really confusing,i think he downloaded some patch? :conf:

You might be on about this?

I have a computer from Aldi and can run GTA IV, on medium settings with around 20-30 FPS

I kept having problems with the patch download, after downloading halfway it says "Network Error" >: Any help?

That is because people in IVMP are inactive (like myself). I get busy with school work and such, and I can barely find the time to get in game. I have no idea when most people log in to ivmp.
