Dear Liberty City,

I am here today to make clear that there is a serious need for Liberty City to have a structured & diverse government.

The State Liberty City, State of United States of Argonath RPG is at a key stage in it's future. I beleive that a structured & diverse government is needed because the State of Liberty City would benefit from it and if it did not it would face grievous repercussion.

I beleive the above because, It is basic common sense that without proper organization any scenario is most likely to fail, even a waste storage facility (city dump) would fail - for example: the treatment of hazardous waste.

I propose the following (in no significant order) Ministry's, Departments, and or Authority's be created and are adopted, supported and established by the prime minister.


     * The Governor of Liberty City

Responsible for management of Liberty City Cabinet, works directly under the Primeinister in LC on a National scale.

The Governor is the leadership of the Cabinet in Liberty City & Liberty City affairs, works under the Prime-minister.


     * The Ministry of Finance & Economy
Responsible and in charge of all regulations, laws etc of public finance, the economy, the regulations of banks and business's.  Also a main department of the Cabinet.
         
The Minister would have the status of "Finance Minister"  in the Cabinet.


     * The Ministry of Homeland Affairs - 
Responsible and in charge of all affairs related to Citizenship, foreign affairs, immigration, also a main department in the Cabinet.

The Minister would have the status of "Home Secretary" in the Cabinet.

     * The Ministry of Defense & Security
Responsible for all homeland security + defense affairs, they will be structured like this: NOOSE > ARPD (LCPD, FBI, TRU (Tactical Response Unit ), Armed Forces.  Also a main department of the cabinet.
           
The Minister would have the status of  "Defense Secretary" in the Cabinet.



     * The Ministry of Housing
Responsible and in charge of all affairs of Housing in the State of Liberty City.

The Minister would have the status of "Minister of Housing" in the Cabinet.

     * The Ministry of Communications & Media
Responsible and in charge  of all affairs of Communications; phones, internet, etc... & Media; advertising, news, etc...
           
The Minister would have the status of  "Minister of Communications" in the Cabinet.


     * The Ministry of Public Transport & Traffic
Responsible and in charge of all regulations, law, etc of Public Transport; Bus services, trains, taxis, etc...  & Traffic - Regulations of roads + licensing of public, etc
         
The Minister would have the status of "Minister of Public Transport & Traffic" in the Cabinet.



These are all the main ministry of which I suggest, but there are more that could come if needed.
Some of these ministry's may already exist in one way or another & may need simply to be restructured / structured.

I hope our dear Prime-Minister & Governor think seriously about this letter, and will continue to do good by us.

Although I understand that there are some risks with just giving anyone a role, these roles can be filled by non admins, those perhaps with scripted support - such as Housing Minister would be able to /sethouse in game, he would have around 4 staff who can also set houses.
Finance Minister could form two authorities with co-operation with Housing.
etc. Minister of Public Transport, Traffic could set driving schools in-game from simple command such as /createDS "LCDS" . Or place cars.

I do not think that it should be limited at all to just admins, and I am sure that even current admins agree.

Very nice idea I was thinking about the same that someone has to be in charge of f.e the houses.
BUT we have to minimize the corruption possibilites that these important posts give. For example I wouldn't like to see some guy recieving a house for free or very, very low price because he had the idea & later he can sell it for 10 times the price he bought it for when it was scripted. I think once the scripters have fixed the most essential things such as legal jobs (next to PD) & ability to create drugs/Weapons (need to remove the /wep ofcourse) >> THEN they could let's say create 10 working houses available for purchase to live in and a couple of businesses such as restaurants and pubs.
When this 1st wave of scripted buildings are created there will be a public bidding on these in a thread created for each house under a topic set for the bidding.

HOWEVER this will be VERY unfair if people are able to transfer money from the SA-MP server, they'll end up continuing with their advantages against the new player here. I'm a new guy here without anything so that's an easy position for me to say that however the fact remains, do we want NEW people to start on this server & play and make it grow into a huge RP-community actively competing for dominance in Liberty City or do we want the SA-MP oldschool players to be able to buy everything they want whilst the new players break their backs on legal jobs trying to earn cash for weeks to buy a car?
THIS is a dilemma we ultimately have to face, I think its up to you old guys as well as the new guys to discuss this over a period of time (There is no rush) and later have a vote about it. It might be hard for the oldschool people to lose their money they've earned but look at it this way, GTA4 is like an expansion of Argonath and with an expansion the old stuff becomes useless and hence MUCH, much more friendly for the new players as they are able to compete on the same basis.

I think that's really the point why we (The fresh arrivals) do not want this system. You handout a "donation", but it might be 10k and you got 3 million, it will just be a direct transfer from the SA project to the GTA IV and no jump into a new world of competition. -- But Like I said everyone needs to discuss this it might not be easy for people to give up on their earned cash. I do know however that if this realm is cleaned out of cash & a good economic system with as low corruption as possible the fresh arrivals will more happily stay than if people are driving around in fancy cars and got guns (when the /wep is removed) whilst they have to drive a cab for shit paycheck for weeks to even afford a car -- "I've been there, now it's their turn" That might be true, but what say that the fresh arrivals hasn't done that too on another server? And what's the point of all this? That we can create a huge community with active & dedicated role-players "oldschool" players along with fresh arrivals or boost the corruption & inflation of the old money to the new server?

PS: Need an edconomical advisor for the new server? I'll gladly contribue with my expertise.

  It would be interesting to have a government. It was never really developed in SA:MP, because of the extremely large effort it would require and general lack of interest.

Let's face something, the state of Liberty is a own working state under the flag of the united states of Argonath.
Another fact is that it runs itself, the borders are not fully open yet - means people still need to get liberty state
citizenships to gain same rights as regular citizens, even though this is quiet easy to get as Argonath citizen.

I really like many parts of this posts and really would like to develop it, even though I got not really much time and
it would need much to take care of.

But party it seems you forget that the Political affairs of Liberty City needs to be seperated from the Law Enforcements
and the courts.
If you don't know about the democratic 3 instance system: Judicative, Legislativ and Executive organs of a state.

Also, can I be the Minister of Common Sense?

of projects running - it is mostly more usefull to focus on one thing if you want to make it good.
