Not everyone in an organization has to be aware of fraud its members are involved in. We all know that each group has (usually) at least one member who will reveal any ongoing fraud. It's like an FBI Agent engaging in corruption, he cannot tell all of the other Agents other than those who are willing to assist him or he will be caught and fired.

Exactly. If your agents are caught in corruption, will the entire FBI be to blame?

Considering the FBI Director allows the corruption to go on just like how Gvardia leadership didn't seem to exercise any sufficient active effort to prevent fraud from guilty Gvardia members, then yes. An organization is represented best by its leadership.
