Even several elite law enforcement groups have noted how CMB isn't doing very well as a whole. Why the need for an entire sub-board opposed to one topic in each city hall?
With respects to these elite law enforcement you speak of, it's not in interest of CMB to seek guidance of law enforcement on its affairs, it of course depends on what CMB has currently - ooh a spoiler ?-, individuals how ever welcome. CMB has not yet branched out to servers like MTA, VC, due to the experienced members maybe not being as active there.
To answer your question: 1 Sub board ( anywhere ) would mean we can save time, be efficient, it can all be done in one section. Currently CMB in IVMP and SAMP is run by same person, me, although for example Miha is only admin in samp cmb, he is supervisor in IVMP, and if decisions about CMB in general are made (depending on situation), him and the Co-Directors of SAMP - Tov,Flame will be consulted / involved in discussion, it currently is done in pm, which isn't very convenient due to people constantly having to add peoples names in if its an email sent to multiple people - so the discussion stays as a group, its often forgotten, not just in CMB.
A sub board / forum would be beneficial greatly as it would mean all staff on all severs, all policy, all information can be done in 1 - for example, if someone does an error in his work, and this error is repeated - common mistake - in other divisions, instead of going to every thread and posting message & commenting on every post, one thread / post can be made in announcement thread, meaning the main thread for newer players to see will be preserved of internal affairs.

easy right?? the only in-game thing ive seen is passport tests... no classes get held... only tests
No classes is a concern, however CMB rather aids people to learn them self, so in future they will have this knowledge / skills to acquire knowledge.
Sitting down at a desk all day and explaining stuff in much detail, to every single person is both boring concept for staff and for new player, would you want to sit there for 30 minutes (bearing in mind many distractions / responsibilities or common language barrier) to take a test that will last a few minutes?
Give a man a sand-which and he will have lunch, get the man to get off his behind and learn how to make the sand-which and he will have many lunches.
The passport test is basic, we cannot just give them the information.
Also, the revoke passport is there to be used when people get passport, but forget what they where tested on shortly after - or completely - server admin can treat it as punishment or to encourage people to re-learn, although in SAMP at this present time it could prove difficult with the current influx of people. So, if he forgets who is president, he can go to CMB thread, view there himself the study materials, then he will find it.
I purposely did not actively force people to teach, as I was hoping it would be shared amongst community, its not just job of CMB.
