The Argonath Air Traffic Control Service is an Authority over the pilots of Argonath,
containing highly skilled service-men and women who strive to
keep citizens in the Argonath skies free from harm.

Requesting permission to take off:
Pilot: "Los Santos Tower, requesting permission to take off from Runway 69, Speedbird-127."
ATC: "Cleared for takeoff, Speedbird-127, Los Santos Tower."

Requesting permission to taxi:
Pilot: "San Fierro Ground, requesting permission to taxi to Runway 69, SAA-07."
ATC: "Permission to taxi is granted, SAA-07, San Fierro Ground."

Requesting permission to perform an emergency landing:
Pilot: "This is United 77, we have an engine fire, declaring an emergency."
ATC: "United 77, both runways are available at your nearest airport LV. Please state the number of souls and your current situation, San Fierro Center."

The message should be written clearly, but keep it friendly where appropriate.

You may be tested on the contents of this topic if you are
accepted as an ATC. Please read before applying.

They apply to ATC members and applicants only. They may also be waived under the authority of SAPD Sergeant+ or FBI Supervisory Special Agent+.

Air Traffic Controllers are any non-law enforcement personnel who may officially direct air traffic over San Andreas.
Argonath Air Traffic Control Service is the only official Air Traffic Control group.

Spoiler for Regulations:
Section 1: Rights of (Deputy-)Directors
1.1: Emergency powers: All (Deputy)Directors reserve the right to make a momentary decision based on the conduct of a particular Air Traffic Controller at any moment in time at which they are performing their ATC duties.
1.2: If Section 1.1 had to be used, then a discussion must take place between all (Deputy-)Directors to decide the fate of the ATC member in question.
1.3: (Deputy-)Directors reserve the right to place disciplinary action for any ATC member breaking the regulations listed here.
1.4: If Section 1.3 has taken place, then no discussion is needed between the (Deputy-)Directors and the ATC member in question. The decision is final, unless explicitly revoked by a Director.

Section 2: No-Fly Zones
2.1: Only designated Air Traffic Controllers may call an NF-Zone into place or remove them. These are Tower Control Officers+ at this time.
2.2: All NF-Zones called by ATC must be temporary, under Ordinance IX.I.II of the Argonath Constitution.
2.3: All NF-Zones called must have valid reasons, or must be for the sake of national security. See Ordinance IX.I.II of the Argonath Constitution.

Section 3: Air Traffic Controllers
3.1: All communication over the Air Traffic Control chat must be kept respectful.
3.2: ATC members do not control the pilot chat. They may give guidelines, but the pilots must only follow server rules/constitution in that respect.
3.3: Only officially registered Air Traffic Controllers may use the Air Traffic Control chat.
3.4: All communication over the Air Traffic Control chat should be kept relevant to Air Traffic Control, in RP. It must also follow server rules and the Constitution.
3.5 : In the event of an Air Traffic Controller not being available, members of the SAPD Air Division may act in the position of ATC, where it is deemed to be necessary for the security of the State of Argonath. Taking any action without consulting the ATC may result in the permanent removal of all rights.
3.6: Only ATC Tower Control Officers and above may usually authorize the closure of airspace. In their absence, a normal ATC may grant a closure of airspace upon request from members of the SAPD Air Division (or if a risk is deemed serious enough) and the time of the ATC permits the extra job of controlling and enforcing closed air space.
3.7: No area of air space is to be closed without being monitored by an Air Traffic Controller.
3.8: Air Traffic Controllers may allow flights to land in non-designated areas, if they deem it necessary for safety.
3.9: The following are the codes that each and every Air Traffic Controller must be aware of:
For pilots
Code S        Possible Storm / Storm at ... / In Storm
Code EL    Requesting Emergency Landing
10-20        My Location is .. / Report your location
UTC        Height of the flight
DIR        Direction
N, NE, E, SE, S, SW, W, NW     Definition of DIR

For Air Traffic Controller
Code U     Airport currently unavailable for some reason (terrorist attack, suspect at airport, etc).
Code S        Possible Storm / Storm at ... / In Storm

3.10: Moreover, the information that must be obtained from the pilots should be about the following:  flight number, destination, current location, altitude, speed, number of passengers.
3.11: ATC members should take into account the information from /weather before giving clearance for take off. A pilot should usually not be allowed to take off if there is stormy/foggy weather at their destination or on the course, unless the pilot would be identified in the database as being qualified enough for such weather states (this will be done roleplay-wise ; ATC does not hold an actual database of the sort). Of course, if the weather goes from bad to good, the pilot may be let to go. If the opposite happens during the flight, the pilot would be either placed in a holding pattern or be let to land somewhere where it is safe to do so.
3.12: There are 5 airports in the state of Argonath: LSAP, SFAP, LVAP, AAP and the one at Mordor. While performing ATC duties, ATC members are to be at the towers in one of the first 4 airports (LSAP, SFAP, LVAP, AAP).
3.13: If contact is lost with a pilot who is supposedly involved in a plane crash, in the absence of law enforcement, ATC members should go out on the field using their News Van vehicles (which are equipped with radars), so that they can handle the situation on the field, with the help of other authorities if applicable (such as mechanics).
3.14: ATC personnel/leadership is not responsible in any way for aircraft which is destroyed by authorities such as HeavyAir after not complying with ATC orders/commands multiple times and posing a danger to public safety.

Section 4: ATC Applicants
4.1: All applicants must follow the application format as set out in this post
4.2: (Deputy-)Directors reserve the right to deny any application for a reason they consider correct.
4.3: All ATC applicants must respect the judgment of (Deputy-)Directors in the decisions they make.
4.4: ATC Applicants are required to answer any relevant information asked for by a (Deputy-)Director. The response may be given on the public topic or through forum PM.
4.5: All ATC Applicants may appeal a decision made against them through forum PM to any (Deputy-)Director, though they should not always expect a positive answer.

Section 5: Rights of ATC Leaders
5.1: ATC Leaders reserve the same rights as laid out in Section 1, and may perform disciplinary sanctions on any (Deputy-)Director at one time.

Section 6: Miscellaneous
6.1: If every Air Traffic Controller disagrees with decisions made by any 1-2 (Deputy-)Directors, then the decision must be revoked.
6.2: Section 6.1 does not stand if the 1-2 (Deputy-)Directors are supported by an ATC Leader.
6.3: If an "Air Traffic Controller" does not agree with a decision made, (s)he may appeal to a (Deputy-)Director, who will then contact the other (Deputy-)Directors.
6.4: The term "Air Traffic Controller" in Section 6.3 refers to either an Air Traffic Controller, a term which is given at the very beginning of these regulations, or a person whose contract has been recently terminated.
6.5: "Recently" in Section 6.4 refers to two weeks.

Yep, Moderators asked that the topic was kept up-to-date, so this was the only way of doing that.

- Air Traffic Controller Radio Codes - REQUIRED FOR ATC/OPTIONAL FOR PILOTS
Same codes as linked to on the topic. Recommended that all pilots look at the pictures at least, so they know the airport landing directions
- Pilot Codes if ATC not available - REQUIRED FOR ATC/OPTIONAL FOR PILOTS
Same codes as linked to on the topic. It is recommended that if you are a pilot, you read this to gain knowledge of what to do if no Air Traffic Controller is online.

Both documents must be read by all ATC's and applicants.

Also, a quick reminder of the new landing directions for the airports. The runway is given by your bearing on final approach or direction before take-off (Beside the ASL ingame) divided by 10. Therefore, taking off east at LSAP would be:
"This is F<id>, requesting take-off clearance from Runway 09L, LSAP, straight-out departure."
L is left, R is right. This is why SFAP does not have L or R after the direction.

Coz I'm a rebel  :D

It is already on there (a link) but I wanted to stop people having to look for the codes in a different topic

anyway,

how do you remove the rights of ATC because I know for a fact some users who were fired long time ago have been using their rights in-game even though i've told them they're removed...

Outdated I believe, there have been changes in the codes bringing them more into line with the current RL codes.
I have now added more detail  :)

Not sure...I think Directors can remove ATC rights, but I don't think Co-Directors can.
We need a list in the script saying which people have ATC rights I think, so we know who's rights we need to remove  :rules:

Hmmm we can update it, but i think it's much more detailed

/trollmode on      Miniman is a Real Life pilot, so am I, who the f**k are you?

/trollmode off

Dude i don't think that kind of language and attitude is at all acceptable and I managed to find Dan's version of the guide:

http://cid-eefdb8fee8d3a1ee.office.live.com/browse.aspx/.Public?lc=2057&wa=wsignin1.0&sa=864908034

And because you're pilots in real life doesn't make you any better than anyone else.

Tell you what, I'll do some edits to mine so it looks more respectable  :D

Joe, throwing family bonds aside, if you wish to keep your job you will keep your words civil, especially on this topic. Consider it an official warning.

The way this was phrased made it sound like...

1. You were criticising miniman
2. You act as if miniman could do nothing right

Is it such a crime to stick up for my brother?

Had you explained that you meant there quite literally IS a more detailed guide, then I would not have said anything, why didn't you say 'Dan created a more detailed guide' or something like that, for example, the man eating chicken, is it a man who is eating chicken, or a chicken who eats men?

The way you phrase words is very important, over the internet I cannot see facial expression, body language, so you have to express it through your words.

Had you use slightly more positive lexis, I would have understood.

My apologies if you were offended, but simple misunderstandings like this can be avoided.

and because you're pilots in real life doesn't make you any better than anyone else.

I never said that it makes us better than anyone else, what it DOES do, is to give us a perfect knowledge of the codes, since we use them everytime we fly.
