Why? Because there are hardly 3 suspects ingame and 3x more cops so you have to be lucky to jail/kill one.
When population increases rewards wouldnt be bad if they are like now because there will be more criminals.

It wont increase, if there is not enough criminals then you done your job and can go offduty and RP something else.

Or as an alternative, stay on duty and patrol with your mate and do regular checks on drivers. You never know what you can come across.
