VC:MP Idea- Forcible Surrender

Like in real life cops should have a capability to catch criminals alive.
It is harder in real life so the reward has to be more. 

Conditions for busting criminals:
1)  The cop should be in a range of 3 meters from the criminal
2)  The hp of the criminal should be less than 40

If the above conditions are fulfilled the cop can bust the criminal alive!
It works as follows:

The cop shoots at the criminal to lower his hp below 40
Cop comes near the criminal and types   !bust <Nick or ID of Criminal>
As criminals are constantly moving the cop has to shoot him with a shotgun, the criminal falls on the ground (still alive), and then the cop comes and uses the command

The criminal gets busted and should be teleported to cells in VCPD HQ
Cop gets bounty which should be higher than what he gets for killing him

messages:
when the criminal gets busted- <Nick has been busted>
Cop gets pm -<Good job!! You have recieved $ for your efforts>
if the cop is far from the criminal(beyond 3 meters):<The hands of the law are not so long> (pm to cop)
if the hp of criminal is more than 40   cop gets pm-<you were overpowered>

First of all. Some criminals don't want to be in a shootout with a cop, what they can do? Also it is bad, when cop is too near with shotgun and kills criminal, though he wanted to arrest.

What if upon suspect typing !isur command He get frozen untill a cop !cough him and suspect gets teleported to jail with a BIG message saying BUSTED like singleplayer. the cop that !cough gets the money for the jail.

Argonath is same as RL in some perspective, so being a cop should be hard and catching criminals should be hard. Are we all lazy cops? :P
