I don't understand people who've been doing the same since they joined the server. Is it lack of imagination or pure obsession in w/e they do?
I'd call myself a citizen. Am I lawful, not at all.

If I can manage to resurrect Argonath Express, that will open one additional way for the Government to offer decent paying legal jobs to citizens. Help in making the official government newspaper, and earn $10,000 a week. :rules:

The most important part is interacting with others and meeting people from around the world.

Your first post almost seems to imply that the cops are there to help the citizens, something which in this game is simply untrue. Cops are there to suspect anyone they can accuse of breaking a law and generally antagonise the entire population for the purposes of having fun chasing/fighting on the game and maybe earn a little cash too.
Criminal groups, on the other hand, can generally be expected to be civil with the citizen population and possibly even protect them from the police forces' brutality.
What do we have to gain from being a nuisance to random civilians? We cannot suspect them so as to legally chase them and kill them for money, and if we try to do that without being cops suspecting them first then they refuse to roleplay and moan DM when we kill them. There is simply no reason to antagonise the civilian population for criminal groups - the same is not true for the police force.

tl;dr - If you're a citizen of this fine country and need help, either from small time crooks or the police forces' afformentioned brutality - do give us a ring. :rules:

Thanks ChasKa for sharing your opinion. You can always report the rule breakers to this email address [email protected]. Also remember that the new players are not aware of the rules or they think that admins are not able to see them.

Please next time. Share your opinion in a better way instead of re-typing my topic.

Retyping your topic becasue obviously....people like you do not look upon himself on the mirror instead of blaming on others.
Why don't you stand up to be a citizen instead of dragging shit to criminal blaming them are the reason the server turning to "CnR"? ?

If you're talking about the opposite side from your vision then you're talking about the superficial part. In situations like kidnap or robbery, first thing we think about is the citizens. If we're really looking for  "lil cash" we can breach inside and take them down no matter who's the hostage. Sometimes we wait hours to rescue the hostage and sometimes the hostages pretend to be innocent citizen and in the end takes out the heavy weapon and he starts shooting the law enforcements who tried to rescue him. Even the ARPD officers listen to the orders and wait with other officers until the negotiation is over and sometimes they don't even shoot at all. Also if an officer abused his rights then that doesn't mean all the cops are "pigs" and they deserve to "die" for example some criminals enjoy killing the cops. "Let's go kill some cops".

From the other side. The real criminals try to finish illegal business quick and fast without being detected by the cops and they're not looking for deathmatch battles. They're looking for role play conversations, meetings and illegal trades and that's what they make them powerful and undetectable. Or you can simply say they work in the dark.

In the same time, there are detectable criminals. They're looking for fun by getting chased by the cops, shootouts with the cops and making jokes of the cops. For example provoking, insulting, attacking the cops without valid role play reason and I can remember from about 2 days ago inside the FBI HQ when we were dragging a suspect inside the cell. He started to moan about 200 and he said that he only have got 100 or something similar. The important part that he said that he won't get jailed and he didn't comply then he took out a combat shotgun and he started shooting us after giving up and getting cuffed. This is just a story of the detectable criminals and please remember that I am not moaning about it. I am just showing you how the other criminals react toward law enforcements.

ARPD cops are the newest players that joined the server recently or they're experienced cops for example former SAPD officers or FBI agents. Almost of the new cops break the server rules and they abuse their rights because they don't know the rules and other ARPD cops try to follow SAPD procedures or they follow the procedures or correctly and you can't judge all the cops because of one officers. and moaning about the ARPD cops won't help much because admins won't pay attention to you. Simply report them asap and you better take screens as evidence. Also about removing ARPD cops it isn't going to happen because the owners want it like that and you must respect their decision.

Cool wall of text bro.

I have read it all and didn't see an answer to my question.. or even any relevance to it except the last part where you got mad.

Awkward xD

And we do not try to be real life, as why would you ever play real life if you have one ? We play the GTA universe, and our players should try to live in the GTA world, not the real one.

Dude, the guy making the topic meant law-abiding citizens.
Yes, criminals are citizens. No, they are not law-abiding citizens. It is just an error in the topic, the idea still makes sense if the reader uses some of their common sense (or not-so-common, clearly).

I've got only two questions:

Who are they citizens?
Where are the citizens?

Given this logic, citizens can be found anywhere in the USA.

So far I haven't understood what he is trying to ask nor what he's explaining. But I think your point is very obvious.
